Dio is an NPC in the New Universe (NU). You need to interact with him to get the quests for Sol and Nocturnus. He appears at the top of the mountains where Stuck and Gojo (NPC) is at; he appears at the snowy top.
Quests + Dialogue
These are the 2 Quests DIO will give you: Sol Quest (Star Platinum -> JSP) and Nocturnus Quest (The World -> Nocturnus)
Sol Quest Dialogue

- (Selecting "Yes" option) DIO: Complete my objectives to get stronger [Sol Quest]

Sol Quest
- Kill Players with TS and Star Platinum 5 times
- Kill DIO with Star Platinum (0/1; do everything first, then do this part last)
- Inflict/Deal 5,000 Damage with Star Platinum
- Block 1,500 with Star Platinum
Have Tales of The Universe equipped in your hand after killing DIO, Jesus will appear and ask "Do you wish to know the cosmos?", pick yes and you will respawn with Sol obtained.

Take Damage 0/2000
Inflict Damage 0/5000
0/10 Timestop with The World
0/30 Timeskip with KC
0/1 Kill Dio
Talk to dio and he will give the item to get Nocturnus (Use fragments on The World)
