Fleeing Prisoner(s) are seemingly Prison Escapees that possess their own custom ability and are classified as the strongest non-boss Enemy NPC in the game.
- They can only be found at level 225 and are found exclusively at the Joestar Manor
- Similar to the Zombie found at the same location they do not drop loot crates
- The Prisoners are the main focus of the second part of the Shadow Quest and Hito Hito No Mi Quest both requiring you to kill a total of 100 of them
- The Prisoner's unlike every other basic fightable NPC cannot be grabbed, ragdolled or properly stunned making them incredibly deadly to fight in their normal group of 3

- The Prisoner's appearance is randomized between 3 different avatars on spawn.
- Used to be one of the best methods for grinding, however after Update 3.7 (which included the addition of Orange Town, bosses such as Luffy, Buggy, Shanks, and abilities like the Gomu Gomu no mi, and Gryphon), their EXP drops were heavily reduced, now only giving ~2.15K XP per kill instead of the previous ~130K XP per kill.
