His quest doesn't work in the mode urf which is sad
He has two spawn locations; one behind the rock that Gaster is sitting by and one all the way at the back of Devil's Palm near the rock slightly to the right. Either way, he will be visible if you stand just outside the Devil's Palm and look for him.
